Do Cruise Ship Passengers Need to Pay?
Yes. This is a common question we receive. Even if you are arriving by sea and only spending days ashore while sleeping on the ship, you are still considered to be entering New Zealand. Therefore, cruise ship passengers generally must pay the IVL.
Most cruise passengers are required to hold a New Zealand Electronic Travel Authority (NZeTA) to enter New Zealand. The IVL is charged automatically when you apply for your NZeTA. You do not need to make a separate payment or fill out a different form.

How Much Does it Cost?
As of 1 October 2024, the IVL fee is NZD $100 per person.
This fee is separate from the cost of your NZeTA or visitor visa application. However, you will pay both amounts in a single transaction when you submit your application.

Who is Exempt?
Not everyone has to pay the levy. Citizens of New Zealand and Australia, as well as some Pacific Island nations with special agreements, are exempt from the IVL. Exemptions depend on passport type and visa status, so travellers should check their specific eligibility when applying.
Important for Australians: Australian Permanent Residents are a special case. While they are required to hold an NZeTA to enter New Zealand, they are exempt from paying the IVL.
