Can the two tours be taken in either order, and is accommodation included?

In Explore Group

Yes. The Hole in the Rock cruise and Cape Reinga day tour may be interchanged according to weather, availability and operating conditions. Accommodation is not included, so you will need to arrange your own stay in Paihia between the two experiences or consider a packaged option such as the 3 Day Bay of Islands Short Break.
